Guidelines for water loss reduction - a focus on pressure management

The guidelines are meant to provide authorities from the water sector, water utilities and professional associations with all information required to understand the origin, nature and impact of water losses, to develop and implement a customized counter-strategy and to choose the most efficient methods and instruments for water loss reduction. The guidelines are addressed to local decision makers and stakeholders of water supply networks, planning and design department and the operational level of water utilities and are hence composed of three documents: Summary for decision makers, technical manual for engineers and supplementary material for the practical guidance of technicians.

Demonstration of improved management measures in pilot areas - pressure management

The implementation of the guidelines for water loss reduction requires technical installations of modern valve technologies which has been tested in selected pilot areas. Experiences from pilot projects serve as practical examples for the discussion on best practices regarding design and management of water supply networks. Upon completion of each project, evidence has to be supplied that due to the efficient (pressure) management in place the number of leaks in the pipeline system could be reduced. Basic requirements for the pilot areas are, among others, existing network register, a basic hydraulic network model, water balance and a representative DMA

Capacity development through dialogues, training and on-the-job instructions

To allow the implementation of the guidelines, target group-oriented workshops and trainings  are Necessary. Training plans and materials were developed on the management of water supply networks-including-valve design, maintenance and repair and additional training modules are continuously developped. Content of the summary for decision makers, the technical manual and the working materials providence the framework for a three - days training, held in selected countries . Participants are technical directors and technicians of local water utilities, as well as potential trainers for local training institutions.

Improvement of the political and institutional framework for the implementation of water loss reduction in partner countries

The alliance has elaborated relevant material and instruments addressed to political decision makers in order to improve the political and institutional framework for the sustainable planning and implementation of water loss reduction projects in partner countries. The alliance supports strategic consultancy of political decision makers regarding national programs, action plans and bid invitations which focus on the reduction of water loss. An important instrument in that context is the documentation of best practices which are being produced based on pilot projects and help to integrate the issue of water loss reduction into national strategies and policies.

Establishment of an information and communication platform for water loss reduction

An information and communication platform shall be established within an already existing institution or network focusing on the showcasing of German expertise in water loss reduction to improve its international visibility. Focus groups and potential members include German technology suppliers, specialized consultancy and planning agencies, research organizations, etc. This site is a first milestone and the objective is to establishement an active Centre of Competence, building up on the know-how and experiences gained with the strategic alliance.
